The Institute of Governmental Studies Library is on the first floor of Moses Hall. The library collection dates back to 1919 and includes more than 400,000 volumes. The library is a depository for California local government documents and is known for its resources related to California ballot measures.

The Institute of Transportation Studies Library is one of the leading transportation libraries in the United States. Established in 1948, the ITS Library serves the research needs of the Institute of Transportation Studies at Berkeley, the Univerity of California Institute of Tranpsortation Studies, and the rest of California.
The ITS Library is open to the public Monday through Friday from 1pm-5pm.
The library is located in 412 McLaughlin Hall on the north-side of the UC Berkeley campus. Situated between McCone, O'Brien, and Bechtel, McLaughlin Hall faces out onto Memorial Glade.
